
GIZ Grant Agency for the Global Partnership for Education (GPE) in Mozambique, is recruiting one Knowledge Management Advisor (m/f), based in Maputo.

A. General Introduction:
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development. Owned by the Federal Republic of Germany, GIZ has over 50 years of experience in providing technical assistance, capacity development and project management services for a wide variety of specialized development areas, including education, health, governance, public finance management, agriculture, social development, gender equality and related fields.
In February 2024, GIZ has successfully undergone the accreditation process for the role as Grant Agent for Global Partnership for Education (GPE) funding and has been selected as GPE Grant Agent in Mozambique.
The GPE is a major international fund that provides financial support to education systems in developing countries, including many African nations. It mobilizes resources from various donors to support initiatives aimed at improving access to quality education, strengthening education systems, and promoting equity in education.
In its role as GPE Grant Agent, GIZ is now requested to assist the Mozambican government, more specifically the Ministry of Education and Culture (MEC), in the implementation of the System Capacity Grant (SCG) (3,3M USD), the System Transformation Grant (STG) (107M USD) and the Girls’ Education Accelerator (GEA) (10M USD).
The majority of STG and GEA funds will be channeled through the education sector basket fund FASE (Fundo de Apoio ao Sector da Educação). To support a more efficient implementation of the FASE funding GIZ will furthermore provide technical assistance and capacity development to MEC at both central and decentralized levels.
B. Description of tasks:
The Knowledge Management Advisor will be a core member of the GIZ team implementing the GPE grants in Mozambique, working in close technical coordination with the MEL Expert, with members of the Capacity Development Team, and in collaboration with the MEC Directorate for Planning and Cooperation (DIPLAC) and other relevant departments.
The Advisor will be responsible for strengthening the capacity of MEC and its partners in the areas of monitoring, evaluation, learning, and knowledge management, ensuring that evidence informs decision-making and supports achievement of the education sector’s transformation goals.
The tasks include, among others:
Monitoring, Evaluation, and Learning (MEL):
- Support the development and operationalization of a national MEL framework aligned with GPE and GIZ standards, as well as Mozambique’s Education sector plan.
- Design and support the implementation of data collection and analysis systems, ensuring data quality, consistency, and alignment with sector indicators.
- Contribute to the maintenance of MEL databases and dashboards for continuous monitoring of program performance and outcomes.
- Conduct routine data reviews and performance assessments, ensuring lessons learned inform adaptive management and decision-making.
- Prepare and contribute to technical and analytical reports for MEC, GIZ, and development partners, including inputs for the Local Education Group (LEG) and GPE Secretariat.
- Facilitate joint reflection and learning exercises to promote data-driven dialogue among stakeholders.
Capacity Development and Institutional Strengthening:
- Design and implement capacity-building initiatives for MEC and partner institutions on digitalization and MEL planning, data management, analysis, and reporting at all levels (national, provincial and district).
- Provide technical coaching and mentoring to MEC staff to strengthen institutional MEL systems and promote sustainable practices.
- Support the integration of MEL mechanisms into existing ministry structures and processes, reinforcing national ownership and alignment.
- Facilitate peer learning and experience-sharing sessions across national, provincial and district levels to enhance collaboration and uptake of best practices.
Knowledge Management (KM) and Learning:
- Contribute to the development and execution of a Knowledge Management Strategy, ensuring systematic documentation and dissemination of lessons learned.
- Support the creation of knowledge products (case studies, policy briefs, learning notes) to inform education sector dialogue and decision-making.
- Organize and facilitate learning events, workshops, and communities of practice to foster knowledge exchange and continuous improvement.
- Promote evidence-based learning to strengthen sector planning and policy formulation.
Coordination and Reporting:
- Liaise closely with MEC, GIZ, LEG, and other partners to ensure coherence, alignment, and coordination of MEL/KM efforts.
- Ensure compliance with GIZ, GPE, and national reporting standards and contribute to joint monitoring and evaluation exercises.
- Participate in national and subnational education review meetings and sector working groups, providing MEL and KM expertise.
Requirements
C. Profile: Qualifications and Skills
- Master’s degree (or equivalent) in Education Policy, Social Sciences, Statistics, Development Studies, Public Administration, or a related field. Candidates with a Bachelor’s degree with additional professional experience may also be considered.
- Additional training in Monitoring, Evaluation, Learning, or Knowledge Management is an asset.
- Proven ability to work effectively in an international, multicultural, and multidisciplinary team and with public institutions, with strong teamwork and partnership-building skills.
- Excellent communication and facilitation skills.
- Solid and firm command of digital tools and working methods, including MS Office, data management software (including Kobo Toolbox, Power BI, Tableau, R), collaboration platforms (e.g., MS Teams), with the ability to adapt to new technologies and ensure data security and confidentiality.
- Fluency in Portuguese and proficiency in spoken and written English.
General Professional Experience
- Minimum of 7 years of proven professional experience in monitoring, evaluation, learning, and/or knowledge management, preferably within the education or public sector.
- Demonstrated experience working with government institutions, ideally with the Ministry of Education and Culture (MEC) or equivalent bodies at national or decentralized levels.
- Experience in capacity development and institutional strengthening, including training, mentoring, and system development.
- Proven ability to support data-driven decision-making and results-based management.
- Familiarity with donor-funded programs (incl. GPE, GIZ, World Bank, Global Fund, UNICEF, etc.) and associated reporting and compliance frameworks.
Specific Professional Experience
- At least 5 years of technical experience in designing and implementing MEL frameworks and tools.
- Experience in developing and managing digital MEL platforms and dashboards.
- Demonstrated ability to translate data and evidence into policy recommendations.
- Proven experience in knowledge management and learning facilitation, including documentation and dissemination of best practices.
- Experience in public sector analysis and performance monitoring at central and decentralized levels is highly desirable.
- Prior experience with GPE-funded programs or GIZ projects will be considered an asset.
Other Knowledge and Skills
- Previous experience/knowledge of GIZ procedures will be considered an advantage.
- Willingness to improve qualifications as required by the tasks to be performed.
- Sensitivity in handling and disposing of documents may be important.
